Following the passage of a Constitutional Amendment (n. 103/2019), reform of the social security system began. The aim of this article is to study the implementation of these changes in social security policy based on the ex ante evaluation of public policy and to determine whether the measures taken were the most appropriate to solve the problem. based on theoretical and normative guidelines on the subject. As a case study, this inquiry bases its methodology on analysis of the social security changes and the problems faced by the INSS to implement them. Ultimately, this study argues that the reform was primarily concerned with the economic and actuarial character of the Brazilian Social Security. However, efforts at reform did not contend with institutional problems relating to autarchy. This paper concludes that the measures taken by the Federal Government of Brazil looked to solve institutional problems only in the short term, but that in the long term these decisions reveal a level of unpreparedness and lack of adequate planning to the demands of the sector.
