Abstract

The Minha Casa Minha Vida Program (PMCMV) (2009-2020) generated economic, social and spatial transformations. Despite the large volume of studies, the importance of evaluations that include the participatory dimension is reiterated. The article aims to evaluate, from a citizenship perspective, the PMCMV in the municipalities of São Gonçalo do Amarante and Extremoz, located in the Metropolitan Region of Natal. The theoretical-methodological basis of this analysis is an adaptation of the “Evaluation of Public Policies from a Citizenship Perspective” model (De Mario; Laisner; Granja, 2016). Bibliographic and documentary research and interviews with local actors were carried out. The land use and occupation of the complexes were also analyzed. The results point to the need to strengthen practices and spaces for social control with a deliberative, democratic and transparent character. In the absence of these, beneficiaries moved from passive to active actors as they transformed and marketed their housing.
